  16. <p>Bush and Rabin make a deal and mark a new era of good feelings
  17. </p>
  18. <p>     George Bush's relief that Yitzhak Rabin is now Prime Minister
  19. of Israel is genuine, and the President is eager to reward every
  20. accommodating step that Israel takes. The withholding of U.S.
  21. loan guarantees earlier this year after the Jewish state
  22. refused to freeze its settlements in the occupied territories
  23. guaranteed a lengthy chill in relations between Bush and Yitzhak
  24. Shamir. The only graceful exit from this impasse seemed a defeat
  25. of Shamir's Likud at the polls. Since that is exactly what
  26. happened, Bush took pains at a Kennebunkport summit last week
  27. to emphasize his warm feelings for Rabin, whose government has
  28. canceled Likud's plans to build 6,500 houses in the territories
  29. but will continue with 10,000 others. He invited Rabin to stay
  30. overnight--making him one of only five world leaders to do so--and introduced him to his mother and grandchildren. More
  31. tangibly, Bush promised to guarantee the repayment of up to $10
  32. billion in bank loans Israel will obtain over five years to
  33. energize its economy and help it absorb immigrants from the
  34. former Soviet Union.
  35. </p>
  36. <p>     The money is an important trophy for Rabin, who promised
  37. voters he would repair ties with Washington and revive sagging
  38. economic growth. It also boosts his authority to speed up peace
  39. talks with Palestinians and Israel's Arab neighbors, which start
  40. again in Washington next week. For Bush, the cheery tone of
  41. U.S.-Israeli ties should be an electoral plus. The peace talks
  42. are a remarkable diplomatic feat, capable of reinforcing Bush's
  43. campaign pitch that his international leadership gets results.
  44. And because some key electoral battlegrounds--California,
  45. Florida, Illinois--have large Jewish populations, the
  46. President is delighted to show that he and Rabin can do speedy
  47. business together.
